  • Joint public hearing on HB 1858 (Rep. William Kortz, D-Allegheny): Adds a civics test graduation requirement based on the United States Citizenship and Immigration Services naturalization test.

  • HB 616 (Rep. Keith Gillespie, R-York): Establishes Community Development Authorities to acquire delinquent land for leasing to micro-enterprises and provide loans to micro-enterprises.
  • HB 782 (Rep. Doyle Heffley, R-Carbon): Amends the Pennsylvania Construction Code to allow building permit applicants to use a third-party agency of their choice in municipalities which have one third-party agency exclusively enforcing the Uniform Construction Code if the alternative third party agency remits a surcharge to the municipality.
  • HB 1313 (Rep. Dan Moul, R-Adams): Amends the Local Option Small Games of Chance Act by authorizing new games, eliminating the weekly prize limit, creating new licensing procedures and imposing a new tax on small games purchased by club licensees.
  • HB 2241 (Rep. Karen Boback, R-Lackawanna/Luzerne/Wyoming): Specifies limitations on an insurer’s retroactive denial of reimbursements to a health care provider.
  • HB 2290 (Rep. Nick Miccarelli, R-Delaware): Permits the Navigation Commission for the Delaware River and its Navigable Tributaries to increase fees for the issuance of original and renewed pilots licenses to $400 annually with a not-to-exceed cap of $525 annually.
  • HB 2291 (Miccarelli): Increases rates for the river pilots who navigate trade vessels along the Delaware River and its navigable tributaries.
  • HB 2303 (Rep. Martin Causer, R-McKean/Potter): Repeals the Race Horse Industry Reform article in the Administrative Code and inserts it in the Agriculture Code, and clarifies language regarding the distribution of Pennsylvania Breeding Fund awards to thoroughbred breeders and owners.
  • HB 2308 (Rep. Robert Godshall, R-Montgomery): Extends the effective date of the Underground Utility Line Protection Law until Dec. 31, 2017.
  • SB 737 (Sen. Scott Hutchinson, R-Butler/Clarion/Forest/Venango/Warren): Allows for the use of semi-automatic rifles or pistols for the hunting of game in accordance with regulations of the Pennsylvania Game Commission.

  • HB 29 (Rep. Rick Saccone, R-Allegheny/Washington): Permits a registered voter of the Commonwealth to be appointed as a watcher in any election district located in Pennsylvania.
  • HB 148 (Rep. David Maloney, R-Berks): Increases the grading of the offense of voter intimidation and interference with the elective franchise from a second-degree misdemeanor to a first-degree misdemeanor.
  • HB 365 (Rep. Thomas Murt, R-Montgomery/Philadelphia): Highway designation: Major Jeffrey Toczylowski Memorial Highway.
  • HB 1179 (Rep. Stephen Barrar, R-Chester/Delaware): Permits a vacant minority inspector position to be filled by a qualified registered elector of the county in which the election district is located.
  • HB 1996 (Rep. David Maloney, R-Berks): Highway designation: DeLight Breidegam Jr. Memorial Highway.

  • HB 2289 (Rep. Garth Everett, R-Lycoming/Union): Gives the General Assembly the authority to rescind collective bargaining agreements that are negotiated between the Office of the Governor and the unions representing state employees.

FINANCE, 9:30 a.m., Room B-31, Main Capitol

  • HB 1804 (Rep. Thomas Caltagirone, D-Berks): Creates an opportunity for taxpayers to donate to pediatric cancer research via their Pennsylvania tax returns.
  • HB 2213 (Rep. Mark Mustio, R-Allegheny): Increases the allocation for the Neighborhood Assistance Tax Credit Program.

LABOR AND INDUSTRY, 9:30 a.m., Room 60, East Wing

  • SB 1265 (Sen. Donald White, R-Armstrong/Butler/Indiana/Westmoreland): Allows employers the option to pay an employee’s wages by crediting a payroll card account.

  • HB 30 (Rep. Joseph Petrarca, D-Armstrong/Indiana/Westmoreland): Updates and revises Pennsylvania law regarding organ and tissue donation.
  • HB 1391 (Rep. Garth Everett, R-Lycoming/Union): Amends the Oil and Gas Lease Act to address the minimum royalty payment for unconventional gas well production and to establish a remedy for failure to pay the minimum royalty.
  • HB 1516 (Rep. Frank Farry, R-Bucks): Establishes that confining a dog or cat in an unattended vehicle under certain circumstances is a summary offense and provides immunity for certain individuals who rescue a dog or cat from an unattended vehicle.
  • HB 1885 (Rep. Martina White, R-Philadelphia): Holds any municipality that has deemed itself a “sanctuary municipality” liable for damages due to an injury to persons or property as a result of criminal activity by unauthorized aliens residing in the sanctuary municipality.
  • HB 2258 (Rep. Mark Keller, R-Cumberland/Perry): Amends the Crimes Code relating to the limitation on the regulation of firearms and ammunition.
  • SB 747 (Sen. Elder Vogel, R-Beaver/Butler/Lawrence): Amends the Medical Care Availability and Reduction of Error (MCARE) Act to change the total amount of punitive damages permitted and to require the insurance commissioner to conduct a punitive damages study.
  • SB 1062 (Sen. John Rafferty, R-Berks/Chester/Montgomery): Increases sentencing where bodily injury crimes are committed during a burglary.
  • SB 1166 (Sen. Patrick Stefano, R-Fayette/Somerset/Westmoreland): Authorizes the Pennsylvania Game Commission to establish the fees for hunting and fur-taking licenses.
  • SB 1168 (Sen. John Eichelberger, R-Blair/Cumberland/Franklin/Fulton/Huntingdon): Authorizes the Pennsylvania Fish and Boat Commission to establish the fees for fishing and boating related licenses and permits by regulatory action and expands the allowable use of funds from the sale of Lake Erie permits.
  • SB 1311 (Sen. Patricia Vance, R-Cumberland/York): Amends the Adoption Act, the Juvenile Act and the Child Protective Services Law in order to comply with the latest requirements of the federal Child Abuse Prevention and Treatment Act.
