  • Informational meeting on the use of micro grids to provide reliable energy distribution, especially during disaster emergencies.

EDUCATION, 11 a.m., Room G-50, Irvis Office Building

  • HB 121 (Rep. Aaron Kaufer, R-Luzerne): Updates alcohol, chemical and tobacco abuse curricula to include opioid abuse prevention education.
  • HB 1021 (Rep. James Roebuck, D-Philadelphia): Establishes logging and reporting requirements for fire and emergency evacuation drill compliance in school entities.
  • HB 1448 (Rep. Bryan Cutler, R-Lancaster): Directs the Pennsylvania Department of Education to create a comparison tool on its website to research institutions of higher education.
  • HB 1495 (Rep. Stephen Bloom, R-Cumberland): Permits furloughs for economic reasons that require a reduction in professional employees and amends the order in which professional employees are suspended and reinstated.

  • HB 1333 (Rep. Matt Gabler, R-Clearfield/Elk): Clarifies conditions for temporary cessation of surface mining operations.
  • HB 1341 (Rep. Jeff Pyle, R-Armstrong/Butler/Indiana): Allows emergency medical responders (EMRs) to be employed at underground coal mines.
  • SB 624 (Sen. Joseph Scarnati, R-Cameron/Clearfield/Clinton/Elk/Jefferson/McKean/Potter/Tioga): Exempts planned subsidence caused by bituminous coal mining operations as a source of pollution to waterways if the mining operation has an approved mitigation plan.

  • HB 566 (Rep. James Santora, R-Delaware): Amends the Contractor and Subcontractor Act to allow for suspension of performance if payment is not received by a contractor or subcontractor in accordance with the terms of their construction contract.
  • HB 646 (Rep. Judy Ward, R-Blair): Amends the aggravated assault law to add health care practitioners to the protected class.
  • HB 1139 (Rep. Jesse Topper, R-Bedford/Franklin/Fulton): Allows a parent to leave a newborn with an emergency services provider and also allows a parent to leave a newborn in an incubator located at a hospital, a police station, or on the grounds of an entity employing or providing access to an emergency services provider.
  • HB 1523 (Rep. Ron Marsico, R-Dauphin): Reestablishes a statewide DNA database within the Pennsylvania State Police and expands the scope of offenses for which a DNA sample must be collected.

Mark Keller, R-Cumberland/Perry): Establishes the Commission for Agricultural Education Excellence to develop a statewide plan for agricultural education and coordinate the implementation of related agricultural education programming with the Department of Agriculture and the Department of Education.
  • HB 1494 (Rep. Kathy Rapp, R-Crawford/Forest/Warren): Allows the Commonwealth to enter into federal cooperative agreements for the harvest and sale of timber and other activities to improve forest habitats.
  • HR 327 (Rep. Jake Wheatley, D-Allegheny): Establishes a select subcommittee on tax modernization and reform under the House Finance Committee.

  • Public hearing on state government regulations: “Potential Solutions to Improving Oversight and Relieving Regulatory Burdens.”

AGRICULTURE AND RURAL AFFAIRS, 9:15 a.m., Room 140, Main Capitol

  • HB 1518 (Rep. Martin Causer, R-Cameron/McKean/Potter): Requires the governor, with the consent of the Senate, to appoint two alternate farmer members to the Agricultural Lands Condemnation Approval Board.
  • HB 1550 (Rep. Kate Klunk, R-York): Permits a landowner to voluntarily relinquish and extinguish the existing right to construct an additional residence for the principal landowner or employees on a preserved farm under the Agricultural Area Security Law.

  • Informational meeting on hunting and fishing license fees.

  • HB 1385 (Rep. Brett Miller, R-Lancaster): Limits personal income tax deductions for contributions made to a federally qualified tuition program to only Pennsylvania’s PA 529 College Savings Program.

Ryan Mackenzie, R-Berks/Lehigh): Requires the Department of Labor and Industry to adopt an evidence-based prescription drug formulary and requires that Utilization Review Organizations and Peer Review Organizations be accredited or certified by a nationally recognized organization selected by Labor and Industry.
  • HB 359 (Rep. Hal English, R-Allegheny): Grants clemency from a hunting license revocation penalty if a hunter self-reports and surrenders the animal he or she mistakenly took to the Game Commission.
  • HB 1153 (Rep. Karen Boback, R-Lackawanna/Luzerne/Wyoming): Authorizes the Pennsylvania Attorney General to enter into reciprocal agreements with other states allowing active duty military fishing and hunting licenses and grants recognition of licenses issued by other states.
  • HB 1233 (Rep. Tom Murt, R-Montgomery/Philadelphia): Establishes a new standard for court-ordered assisted outpatient treatment for persons with serious mental illness while leaving in place the “clear and present danger” standard for involuntary hospitalization.
  • HB 1361 (Rep. Kate Harper, R-Montgomery): Adds two certified Pennsylvania evaluators to the State Board of Certified Real Estate Appraisers.
  • HB 1363 (Rep. Lee James, R-Butler/Venango): Establishes uniform residential qualifications for election/appointment to municipal elected office for active military duty personnel.
  • HB 1469 (Rep. Doyle Heffley, R-Carbon): Requires that building permit applications, in municipalities that use one or more third-party agencies to enforce the Uniform Construction Code, contain a written notice on where complaints can be directed about the performance of such agencies.
  • SB 365 (Sen. John Gordner, R-Columbia/Luzerne/Montour/Northumberland/Snyder): Increases the threshold for the sale of personal property without public notice or the acceptance of bids.

  • HB 1094 (Rep. Stephen Barrar, R-Chester/Delaware): Eliminates the automatic expiration of security freezes on consumer credit reports and provides for security freezes for “protected persons.”
  • HB 1519 (Rep. Brian Ellis, R-Butler): Establishes the Multimedia Tax Credit Fund and creates an additional 10 percent tax credit for state-certified production companies.

PROFESSIONAL LICENSURE, 9:30 a.m., Room G-50, Irvis Office Building

  • HB 1001 (Rep. Sue Helm, R-Dauphin/Lebanon): Establishes the Home Inspector Licensing Board within the Department of Labor and Industry and requires licensure in order to practice home inspection and use the title “Home Inspector.”
  • SB 354 (Sen. Robert Tomlinson, R-Bucks): Requires licensees of all boards within the Bureau of Professional and Occupational Affairs (BPOA) to report any disciplinary action taken by another licensing agency, and any arrest, indictment or conviction on criminal charges, to their licensing board within 30 days. The bill also gives all boards and commissions under BPOA temporary and automatic license suspension authority.

  • HB 697 (Rep. Chris Sainato, D-Lawrence): A Joint Resolution amending the Constitution of the Commonwealth of Pennsylvania to provide a property tax exemption for the surviving spouse of any member of the armed forces of the United States.
  • HB 980 (Rep. Karen Boback, R-Lackawanna/Luzerne/Wyoming): Exempts a veterans’ federal disability compensation or pension from income calculations for any Commonwealth program or benefit.
  • HB 1412 (Rep. Stephen Barrar, R-Chester/Delaware): Establishes the regulatory framework for utilities to develop micro grid and energy storage pilot programs.
