  • Public hearing to receive testimony from entities that are regulated by the Susquehanna River Basin Commission to investigate concerns of regulatory overreach by the commission.

  • HB 1452 (Rep. Mike Sturla, D-Lancaster): Allows licensed barbers to provide free services at events for charitable purposes.

CONSUMER AFFAIRS, 12:30 p.m., Room 60, East Wing

  • HB 475 (Rep. Anthony DeLuca, D-Allegheny): Increases the minimum threshold of monetary damages that can awarded in private actions.
  • HB 1563 (Rep. Mike Reese, R-Somerset/Westmoreland): Adds “government agencies” to the list of specific third parties for which customer consent is required prior to gaining direct access to customer meter data and meters.

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS, Call of Chair, Room B-31, Main Capitol

  • HB 697 (Rep. Chris Sainato, D-Lawrence): A Joint Resolution amending the Constitution of the Commonwealth of Pennsylvania to provide a property tax exemption for the surviving spouse of any member of the armed forces of the United States who was killed in action or died as a result of injury during active military service.
  • HB 980 (Rep. Karen Boback, R-Lackawanna/Luzerne/Wyoming): Exempts a veterans’ federal disability compensation or pension from income calculations for any Commonwealth program or benefit.
  • SB 137 (Sen. Thomas McGarrigle, R-Chester/Delaware): Codifies the oversight of the Pennsylvania Civil Air Patrol under the Department of Military and Veterans Affairs.

 

Session

On Monday, the House will convene at 1 p.m. for legislative business. The members will vote the uncontested calendar and Rule 35 resolutions.

  • HB 26 (Rep. Martina White, R-Philadelphia): Permits organizational license plates for use on motorcycles and allows for abbreviated portions of an organization’s name on special plates.
  • HB 407 (Rep. Thomas Caltagirone, D-Berks): Allows a person renewing a driver’s license, identification card or vehicle registration electronically the opportunity to contribute $5 to pediatric cancer research.
  • HB 835 (Rep. Aaron Bernstine, R-Beaver/Butler/Lawrence): Specifies that Pennsylvanians receiving mental health treatment have the right to be free from abuse, neglect and exploitation.
  • HB 1175 (Rep. Bryan Cutler, R-Lancaster): Increases penalties that may be imposed on lobbyists or principals for violations of the Lobbyist Disclosure Law.
  • HB 1426 (Rep. Mindy Fee, R-Lancaster): Allows trucks to continue to haul certain heavier loads during holiday periods, while keeping the current restriction regarding inclement weather.
  • HB 1469 (Rep. Doyle Heffley, R-Carbon): Requires that building permit applications in municipalities that use one or more third-party agencies to enforce the Uniform Construction Code, contain a written notice about where complaints can be directed about the performance of such agencies.
  • HB 1547 (Rep. Jordan Harris, D-Philadelphia): Amends the Liquor Code to address nuisance/problem liquor establishments by: changing the appeals process for licensees; creating a request for a declaration of need process for counties; and establishing a process to designate a saturated nuisance market.
  • SB 181 (Sen. Bob Mensch, R-Berks/Bucks/Montgomery): Establishes a Performance-Based Budget Board to initiate a program of performance-based budget reviews as part of the annual budget preparation and program evaluation processes.
  • SB 288 (Sen. John Rafferty, R-Berks/Chester/Montgomery): Increases the fines and suspends the licenses of repeat offenders of Pennsylvania’s “Steer Clear” law.
  • SB 289 (Sen. Donald White, R-Armstrong/Butler/Indiana/Westmoreland): Bridge designations: Blairsville Area Veterans Memorial Bridge; John Frederick Bridges Memorial Bridge; Alexander M. McFadden Memorial Bridge; PFC Brent A. McClellan Memorial Bridge; Specialist Dale J. Kridlo Memorial Bridge; U.S. Navy SOC David M. Collins Veterans Memorial Bridge; and Henry Lue Weaver Memorial Bridge.
  • SB 651 (Sen. Patrick Browne, R-Lehigh): Capital Budget Project Itemization for fiscal year 2017-18.

  • HB 121 (Rep. Aaron Kaufer, R-Luzerne): Updates alcohol, chemical and tobacco abuse curricula to include opioid abuse prevention education.
  • HB 1333 (Rep. Matt Gabler, R-Clearfield/Elk): Clarifies conditions for temporary cessation of surface mining operations.
  • HB 1341 (Rep. Jeff Pyle, R-Armstrong/Butler/Indiana): Allows emergency medical responders (EMRs) to be employed at underground coal mines.
  • HB 1448 (Rep. Bryan Cutler, R-Lancaster): Requires the Pennsylvania Department of Education to make information available on its website about the College Navigator Website and High Priority Occupations; requires school entities to annually provide this information to high school students; and directs creation of a comparison search tool for institutions of higher education if the College Navigator Website is discontinued.

  • SB 144 (Sen. Gene Yaw, R-Bradford/Lycoming/Sullivan/Susquehanna/Union): Allows for the use of alternative on-lot sewage systems for planning purposes throughout the Commonwealth.
  • SB 646 (Sen. Tom Killion, R-Chester/Delaware): Eliminates the sunset date of Jan. 1, 2020 for the $2 per ton recycling fee for municipal waste landfills and resource recovery facilities.

  • Informational meeting on HB 1477 (Rep. Jeff Wheeland, R-Lycoming): Eliminates the 40 percent wholesale tax on e-cigarettes and replaces it with a 5-cents per milliliter retail tax on e-liquid.

  • HB 1516 (Rep. Cris Dush, R-Indiana/Jefferson): Bridge designation: PFC Frank Enzer Weiss United States Marine Corps Bridge.

  • SB 553 (Sen. John Rafferty, R-Berks/Chester/Montgomery): Establishes civil penalties for motorists refusing a chemical breath test, creates a license restoration fee schedule, eliminates the requirement that a person whose operating privileges have been suspended to surrender their driver’s license or acknowledge the suspension in order to begin serving the suspension, and makes corrections to ignition interlock provisions.
  • SB 589 (Sen. Wayne Langerholc, R-Bedford/Cambria/Clearfield): Increases the maximum allowable gross weight for commercial vehicles powered by natural gas.

  • HB 927 (Rep. Jack Rader, R-Monroe): Exempts municipalities meeting a population density threshold from establishing a leaf waste collection program.
  • HB 1034 (Rep. Zachary Mako, R-Lehigh/Northampton): Adds additional fiscal procedures for the collection of money by municipal authorities.
  • HB 1213 (Rep. Warren Kampf, R-Chester/Montgomery): Places additional restrictions on when taxing districts have the right to appeal an assessment.
  • HB 1215 (Rep. Mike Tobash, R-Dauphin/Schuylkill): Bridge designation: Abner Yoder Memorial Bridge.
  • HB 1231 (Rep. Jared Solomon, D-Philadelphia): Requires the Department of Military and Veterans Affairs to enhance its veterans registry for outreach purposes.
  • SB 354 (Sen. Robert Tomlinson, R-Bucks): Requires licensees of all boards within the Bureau of Professional and Occupational Affairs (BPOA) to report any disciplinary action taken by another licensing agency, and any arrest, indictment or conviction on criminal charges, to their licensing board within 30 days. The bill also gives all boards and commissions under BPOA temporary and automatic license suspension authority.

  • HB 403 (Rep. Seth Grove, R-York): Repeals the local option cigarette tax in school districts of the first class.
  • HB 1019 (Rep. Mark Gillen, R-Berks/Lancaster): Allows reasonable access to cemeteries to anyone for the purpose of visitation, and establishes procedures for the sale and purchase of a cemetery, and continuation of honoring purchased burial plots.
  • HB 1098 (Rep. Mike Peifer, R-Pike/Wayne): Updates the Local Tax Enabling Act relating to the consolidated collection of local income taxes.
  • HB 1450 (Rep. Robert Freeman, D-Northampton): Amends the Main Street Act to allow the Department of Community and Economic Development (DCED) to grant an additional period of up to five years for administrative costs associated with the hiring of a Main Street manager.
  • HB 1515 (Rep. Cris Dush, R-Indiana/Jefferson): Updates the Second Class Township Code to increase the compensation for auditors.
  • HB 1573 (Rep. Kate Harper, R-Montgomery): Amends the Borough Code and Third Class City Code to provide for concise publication of annual financial reporting information.
  • HB 1574 (Rep. Kate Harper, R-Montgomery): Amends the First Class Township Code to provide for concise publication of annual financial reporting information.
  • HB 1575 (Rep. Kate Harper, R-Montgomery): Amends Act 253 of 1929 (relating to Incorporated Towns) to provide for concise publication of annual financial reporting information.
  • HB 1594 (Rep. Kate Harper, R-Montgomery): Clarifies the qualifications and training of revaluation company personnel and Certified Pennsylvania Evaluators.
  • SB 399 (Sen. John Gordner, R-Columbia/Luzerne/Montour/Northumberland/Snyder): Amends the Second Class Township Code to clarify what positions a township supervisors may hold.
  • SB 656 (Sen. Wayne Fontana, D-Allegheny): Authorizes a governmental unit to use public funds for the replacement or remediation of private water laterals and private sewer laterals that are connected to public systems.
