  • Public hearing on HB 798 (Rep. Tina Davis, D-Bucks): Amends the definition of public utility to include municipal corporations that provide water and sewage services and places them under the jurisdiction of the Pennsylvania Public Utility Commission (PUC).

  • HB 113 (Rep. Kate Harper, R-Montgomery): Imposes a severance tax on unconventional natural gas wells in the Commonwealth.

  • HB 783 (Rep. Tedd Nesbit, R-Butler/Mercer): Exempts manufactured homes not previously titled in Pennsylvania from the tax certification requirement.
  • HB 1402 (Rep. Rob Kauffman, R-Franklin): Highway designation: Lance Corporal Michael L. Freeman Jr. Memorial Highway.
  • HB 1646 (Rep. Brett Miller, R-Lancaster): Defines “vulnerable highway user” and establishes penalties for a person convicted of careless driving that results in the death, serious bodily injury, or bodily harm of a vulnerable highway user.
  • HB 1657 (Rep. David Maloney, R-Berks): Requires that vehicles parking along a curbside bike lane must park parallel with their right-hand wheels within 12 inches of the outside line of the buffer area between the bike lane and parking in the direction of traffic flow.
  • HB 1778 (Rep. Jason Dawkins, D-Philadelphia): Bridge designation: Officer Gary Frank Skerski Memorial Bridge.

LABOR AND INDUSTRY, Call of Chair, Room G-50, Irvis Office Building

  • HB 1597 (Rep. R. Lee James, R-Butler/Venango): Increases the periods of time allotted for parties to appeal the determination of an Unemployment Compensation (UC) Service Center and the decision of a UC referee from 15 days to 21 days.

On Monday, the House will convene at 1 p.m. for legislative business. The members will vote the uncontested calendar and Rule 35 resolutions.

  • HB 171 (Rep. Rick Saccone, R-Allegheny/Washington): Permits a registered voter of the Commonwealth to be appointed as a watcher in any election district located in Pennsylvania.
  • HB 1095 (Rep. Doyle Heffley, R-Carbon): Establishes the Proof of Citizenship for Receipt of Public Benefits Act.
  • HB 1444 (Rep. Jim Marshall, R-Beaver/Butler): Asseses an annual hauling permit fee of $900 for overweight vehicles less than 100,000 pounds with a hauling distance greater than 50 miles, and also allows for the transportation of multiple hot ingots a distance of up to 125 miles.
  • HB 1594 (Rep. Kate Harper, R-Montgomery): Clarifies the qualifications and training of revaluation company personnel and Certified Pennsylvania Evaluators.

  • SB 30 (Sen. John Eichelberger, R-Blair/Cumberland/Franklin/Fulton/Huntingdon): Authorizes the Pennsylvania Fish and Boat Commission to establish the fees for fishing and boating related licenses and permits by regulatory action and expands the allowable use of funds from the sale of Lake Erie permits.

URBAN AFFAIRS, 10 a.m., Room G-50, Irvis Office Building

  • HB 1499 (Rep. Mark Keller, R-Cumberland/Perry): Clarifies and updates provisions relating to planned communities, condominiums and cooperatives.
  • HB 1676 (Rep. Scott Petri, R-Bucks): Allows a municipality to establish a Cultural Improvement District.

JUDICIARY, 10 a.m., Room 140, Main Capitol

  • HB 401 (Rep. Seth Grove, R-York): Allows establishment of a “Commerce Court” program within the Superior Court to decide business-related appeals and authorizes the creation of similar “Commerce Court” programs within the Courts of Common Pleas.
  • HB 1037 (Rep. Warren Kampf, R-Chester/Montgomery): Amends the Medical Care Availability and Reduction of Error (MCARE) Act to limit the punitive damages awarded in suits against personal care homes and assisted living communities licensed by the Department of Human Services, as well as long-term care nursing facilities licensed by the Department of Health.
  • HB 1124 (Rep. Jim Cox, R-Berks/Lancaster): Expands the offense of neglect of a care-dependent person and creates the offense of abuse of a care-dependent person.
  • HB 1196 (Rep. Bryan Cutler, R-Lancaster): Codifies Pennsylvania Orders for Life Sustaining Treatment (POLST) to be used by medical professionals across all health care settings for patients who voluntarily wish to execute a POLST order.
  • HB 1702 (Rep. Kate Harper, R-Montgomery): Allows elected sheriffs in second class A counties to be eligible to run for re-election provided they have 10 years of service in the United States Armed Forces including active, reserve, or National Guard service and are members in good standing with the Pennsylvania Bar even if they have not completed basic deputy sheriff education.
  • HB 1806 (Rep. Sheryl Delozier, R-Cumberland): Amends the definition of “victim” in the Crime Victims law for purposes of the restitution law to includes all victims, rather than only individuals.

STATE GOVERNMENT, 10 a.m., Room B-31, Main Capitol

  • HB 1692 (Rep. Aaron Kaufer, R-Luzerne): ): Eliminates the President’s ability to strike down the sanctions in the 2014 Iran-free procurement law through an executive order or other declaration, without further input and approval from the Pennsylvania Legislature.
  • HB 1787 (Rep. Martin Causer, R-Cameron/McKean/Potter): Authorizes the conveyance of certain lands, buildings and improvements in the Borough of Kane, McKean County.

  • HB 1613 (Rep. Bryan Cutler, R-Lancaster): Reauthorizes and modernizes the Pennsylvania Health Care Cost Containment Council (PHC4).
  • HB 1739 (Rep. Matt Baker, R-Bradford/Potter/Tioga): Establishes the Medical Service Agreement Act to allow for direct primary care services through a written subscription agreement.
