  • HB 2468 (Rep. Warren Kampf, R-Chester/Montgomery): Establishes limitations on the ability to use eminent domain on land that has been permanently preserved through a conservation easement.
  • HB 2477 (Rep. Kathy Watson, R-Bucks): Seeks to further clarify legislative findings and declaration of policy of the Medical Marijuana Act.
  • SB 461 (Sen. Tom Killion, R-Chester/Delaware): Amends the Law and Justice Code regarding collection, analysis and use of DNA samples, and storage of DNA profiles in the State DNA Database for comparison with DNA profiles collected during criminal investigations.
  • SB 530 (Sen. Tom Killion, R-Chester/Delaware): Amends the Social Workers, Marriage and Family Therapists and Professional Counselors Act to require individuals who engage in the independent practice of clinical social work, marriage and family therapy or professional counseling to be licensed.
  • SB 554 (Sen. Stewart Greenleaf, R-Bucks/Montgomery): Requires the Pennsylvania Department of Human Services to establish a set of statewide protocols to provide specialized services and coordinate the delivery of services for sexually exploited children (victims of sexual servitude or sex trafficking by use of force, fraud or coercion).
  • SB 978 (Sen. Lisa Baker, R-Luzerne/Pike/Susquehanna/Wayne/Wyoming): Authorizes home health and hospice agencies to properly dispose of unused medications following a patient’s discharge or death with the permission of the patient, patient’s family, caregiver or health care representative.
  • SB 1090 (Sen. Jake Corman, R-Centre/Huntingdon/Juniata/Mifflin): Amends the Crimes Code to add a new Antihazing Law, which includes several new criminal offenses, penalties, reporting requirements and immunities related to hazing.

  • HB 84 (Rep. John Lawrence, R-Chester/Lancaster): Amends the Vital Statistics Law pertaining to the issuance of birth certificates by local registrars and distribution of fees.
  • HB 2215 (Rep. Sid Kavulich, D-Lackawanna): Requires school entities to conduct one school security drill per school year in each school building in place of a monthly fire drill and allows an entity to substitute up to two additional security drills in place of two fire drills.
  • HR 828 (Rep. Sheryl Delozier, R-Cumberland): Establishes the Task Force on Harassment and Sexual Misconduct in the Workplace.
  • HR 829 (Rep. Sheryl Delozier, R-Cumberland): Directs the Joint State Government Commission to study the frequency of harassment and sexual misconduct in the workplace within state government.
  • SB 892 (Sen. Guy Reschenthaler, R-Allegheny/Washington): Authorizes students in chiropractic schools to perform, under the direct, immediate and personal supervision of a licensed chiropractor, chiropractic activities as part of their clinical training.

  • HB 1097 (Rep. Lee James, R-Butler/Venango): Requires school entities to offer Cardiopulmonary Resuscitation (CPR) instruction as an option to students in grades nine through 12.
  • HB 1745 (Rep. David Hickernell, R-Dauphin/Lancaster): Enacts the Fostering Independence Through Education Act, a tuition and fee waiver program for youth who are or were in foster care.
  • HB 2432 (Rep. Thomas Quigley, R-Montgomery): Allows school districts to adopt textbooks at any regular school board meeting.
  • SB 1142 (Sen. Patrick Browne, R-Lehigh): Establishes the Safe2Say Program for anonymous reporting of unsafe or threatening activities in schools.

  • Informational meeting on HB 1289 (Rep. Daryl Metcalfe, R-Butler): Applies certain provisions of the Internal Revenue Code permitting the deferral of taxation on a lump sum distribution from the Employee Stock Ownership Plan (ESOP) of a company.

  • HB 273 (Rep. Maria Donatucci, D-Delaware/Philadelphia): Creates a voluntary self-exclusion program by which an individual can agree to be prohibited from purchasing or receiving a firearm.
  • HB 1400 (Rep. James Santora, R-Delaware): Amends the Crimes Code relating to required background checks for the sale or transfer of firearms.
  • HB 1872 (Rep. Madeleine Dean, D-Montgomery): Adds to the list of currently prohibited offensive weapons any parts designed and intended to accelerate the rate of fire of a semi-automatic firearm to simulate the rate of fire of an automatic firearm.
  • HB 2060 (Rep. Marguerite Quinn, R-Bucks): Amends the Uniform Firearms Act and the Protection from Abuse (PFA) Act to provide for relinquishment of firearms to law enforcement or a licensed gun dealer following a PFA order or conviction of a misdemeanor crime of domestic abuse.
  • HB 2227 (Rep. Todd Stephens, R-Montgomery): Adds a chapter to the Judicial Code providing for extreme risk protection orders and makes consistent changes to the Crimes Code in “persons not to possess, use, manufacture, control, sell or transfer firearms.”
  • HB 2266 (Rep. Angel Cruz, D-Philadelphia): Amends the Mental Health Procedures Act to require Pennsylvania courts and mental health providers to send relevant mental health data to the Pennsylvania State Police within 72 hours.
  • HB 2267 (Rep. Angel Cruz, D-Philadelphia): Amends the Uniform Firearms Act in the Crimes Code to require Pennsylvania courts to send mental health data to the Pennsylvania State Police within 72 hours.
  • HB 2275 (Rep. Seth Grove, R-York): Amends the Crimes Code relating to persons not to possess firearms.
  • HB 2463 (Rep. Eric Nelson, R-Westmoreland): Amends the Uniform Firearms Act in the Crimes Code to remove the prohibition against firearm possession for those subjected to emergency involuntary mental health treatment; to detail a procedure for any person ineligible to possess a firearm due to a mental health issue to have his right to obtain a firearm reinstated; and to require the Pennsylvania State Police to send mental health data to the National Instant Criminal Background Check System (NICS).

  • HB 2488 (Rep. Sue Helm, R-Dauphin/Lebanon): Establishes “Juneteenth National Freedom Day” as an annual observance for the Commonwealth.
  • SB 919 (Sen. Art Haywood, D-Montgomery/Philadelphia): Amends the Housing Authorities Law to allow a victim of domestic or sexual violence to be relocated.

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS, 9:15 a.m., Room G-50 Irvis Office Building

  • HB 1470 (Rep. Jim Christiana, R-Beaver/Washington): Amends the County Code by enhancing the provisions for flags on veterans’ graves.
  • HB 1471 (Rep. Jim Christiana, R-Beaver/Washington): Amends the Second Class County Code by enhancing the provisions for flags on veterans’ graves.
  • HB 1473 (Rep. Jim Christiana, R-Beaver/Washington): Amends the First Class County Code by enhancing the provisions for flags on veterans’ graves.
  • HR 604 (Rep. Mark Gillen, R-Berks/Lancaster): Urges the president and Congress of the United States to take immediate action to preserve the underwater graves of servicepersons who died defending this nation.

FINANCE, 10 a.m., Room 60, East Wing

  • HB 406 (Rep. Jim Cox, R-Berks/Lancaster): Amends the Property Tax Rent/Rebate Program (PTRR) eligibility requirements to permit a rebate claim to be paid to a proxy or surviving spouse or estate of an otherwise qualified claimant when said claimant has passed away before the end of a tax year.
  • HB 2312 (Rep. Sheryl Delozier, R-Cumberland): Reinstates the Social Security cost-of-living adjustment (COLA) moratorium affecting persons receiving rebates under the Property Tax Rent Rebate Program.
  • SB 1056 (Sen. Michele Brooks, R-Crawford/Erie/Mercer/Warren): Amends the Tax Reform Code to update the definition of “taxable income” for purposes of the Corporate Net Income Tax (CNIT).

STATE GOVERNMENT, Call of Chair, Room G-50, Irvis Office Building

  • HB 1569 (Rep. Michael O’Brien, D-Philadelphia): Authorizes the conveyance of land located in the Delaware River, in the City of Philadelphia, Philadelphia County.
  • HB 2101 (Rep. Seth Grove, R-York): Merges the Budget Office, the Department of General Services, the Office of Administration and the Governor’s Office of Policy and Planning into one agency: the Office of Management and Budget (OMB).
  • HB 2102 (Rep. Frank Ryan, R-Lebanon): Merges the Department of Labor and Industry with functions from the Department of Community and Economic Development and Department of State into the new Department of Business, Tourism and Workforce Development (DBTWD).
  • HB 2103 (Rep. Matthew Dowling, R-Fayette/Somerset): Creates the Department of Local Government and Community Affairs (DLGCA), comprised of powers and authorities from the Department of State and the Department of Community and Economic Development.
  • HB 2104 (Rep. Stephen Bloom, R-Cumberland): Merges the Department of Health with the Department of Human Services into one agency: the Department of Health and Human Services.
  • HB 2105 (Rep. Jonathan Fritz, R-Susquehanna/Wayne): Eliminates several outdated state boards and commissions.
  • HB 2319 (Rep. Stephen Barrar, R-Chester/Delaware):  Allows Magisterial District Judges to file a certificate of nomination for re-election instead of the current cross-filing requirement of collecting 100 or more signatures from each party.
  • SB 1037 (Sen. Mike Folmer, R-Dauphin/Lebanon/York): Transfers several duties from the Civil Service Commission to the Office of Administration.

  • HB 968 (Rep. Kurt Masser, R-Columbia/Montour/Northumberland): Clarifies eligibility for Property Tax/Rent Rebates for annuitants of the federal Civil Service Retirement System.
  • HB 2303 (Rep. Michael Corr, R-Montgomery): Permits the executor or administrator of a decedent’s estate to elect to file a combined annual income tax return for an estate and revocable trust during the period the estate is open.

  • HB 1360 (Rep. Marguerite Quinn, R-Bucks): Amends the Solicitation of Funds for Charitable Purposes Act to establish requirements for third party solicitors, new disclosure methods, background disclosures and increase of fines and fees.
  • HB 2429 (Rep. Doyle Heffley, R-Carbon): Amends the Credit Services Act to require credit service organizations to assess buyers’ ability to repay, and to clarify disclosure requirements for service fees and interest.

CONSUMER AFFAIRS, Call of Chair, Room B-31, Main Capitol

  • HB 107 (Rep. Robert Godshall, R-Montgomery): Authorizes natural gas distribution companies to, with Public Utility Commission approval, establish a distribution system extension charge to recover the costs of extending or expanding a natural gas distribution system to underserved areas.
  • HB 2075 (Rep. Alex Charlton, R-Delaware): Allows regulated water and wastewater utilities to replace water laterals in communities with lead distribution pipes going into homes and sewer laterals that pose environmental hazards.
  • HB 2473 (Rep. Robert Godshall, R-Montgomery): Changes the regulatory assessment mechanism imposed by the Philadelphia Parking Authority (PPA) on certificated limousine operators and requires the PPA to maintain separate accounts for the regulation of taxicab medallions and limousines.
